All non-elites can be purchased at outposts and cities, and most are questable for.
In this case, it's an outpost skill. Taste of Death can be gotten from the Ascalon Settlement.

If I recall correctly, any person in the team can use this skill to steal health from any of the team's minions. Perhaps I'm misremembering it, but I believe it to be so.

Yeah, my team mate was eating my minions. So yes, you can eat another person's minions with this skill.

The description threw me off when I first started using it, I thought I had to target my "zombie", but it doesn't require targeting, it takes from closest one.
And when you raise the dead, they should show up on your allies list, thats lame that they dont. It would make targeting 100 times easier.

Same reason if you're not targetting anything or you're targetting a foe and you hit a target ally spell it's cast on yourself, likewise with other ally spells.

I find this to be an excellent emergency self-heal when you have an MM around. It's a quick-cast, low energy, quick recharge, large spike heal with little investment in death. Of course, too much death investment and you will kill the minion.

Pretty usefull, fast casting, large healing, Only needs some undead to run nearby.
But I saw some poeple that gather party with MM, and then take only this skill and EAT of the poor MM's units. Pretty annoying.
